The San Francisco Bay
Area is located near several active earthquake
fault lines. Seismologists have predicted that between the years 2003
and 2032, there is a greater than a 60% chance of a 6.7 or larger
earthquake in the Bay Area. Such a quake will interrupt vital services,
displace tens of thousands of people and cost tens to hundreds of
billions of dollars.
Since 1990 the SanFrancisco Fire Department has put roughly
16,000 residents through their free NERT (Neighborhood Emergency
Response Team) program, training them to prepare for, survive and be of
assistance during a disaster. That is only 2% of the population, fewer
than that considering some have moved away. A Red Cross poll in the
late 1990s showed that 82 percent of Northern Californians say they are
"not very well prepared" for a big earthquake (source)
You recognize the danger,
and recognize that you may
not be able to depend on city resources to help. Case in point:
the hurricane situation in Louisiana, and insufficient emergency
responders and equipment in the greater Bay Area. During Loma Prieta
hundreds of 911 emergency calls were never followed up on due to a lack
of resources.
Being disaster prepared is not difficult but it takes time,
planning, education and attention to detail.
